        Yes, a nation does not equal a state. Though in Britain, as I understand it, the people of Scotland can vote to secede whenever they want, and may well do in the future. As things stand, Scottish voters have unreciprocated power over English voters, in that they can help determine law and policy in England, while English voters cannot do the same for Scotland.

                  2) It's Quebec, no one cares
                  3) It's Quebec, not signing the constitution just means you aren't as well protected as the other provinces. The Glorious Nation of Quebec must be invaded by the Empire of Canadia. The Greek Citizens will be used as slave labour in the Alberta oilsands, the French citizens will be deported to rebuild New Orleans, and the Anglophones will be deported to British Columbia to start growing marijuana for mass export. Also, we'll steal your hydro.

                      As for the OP, Harper's comments do not matter. The real problem is that Quebec hasn't signed Canada's constitution. Recognizing Quebec as a nation is peanuts compared to Meech or Charlottetown, so Harper is just pissing off both Anglo nationalists and Quebec separatists with an half assed declaration.

                              The latter bit first. Scottish MPs can vote on laws that affect only England where-as, since powers have been devolved, similar laws for Scotland are handled by the all Scots Scottish Parliament. Also, until recently, they were over-represented in the Parliament at London based on population. They still receive more funding per head than England does. These are all questions that either have to be sorted out or, more likely in England, left to simmer for few decades until we muddle up a solution. The problem is that several controversial laws have been passed for England using Scottish MP votes while Scotland has been unaffected.

                              As for the first bit, for Scotland to secede from the UK would require the consent of Westminister. The current Scottish Parliament only exists at London's consent since it could be dissolved just by passing a new law or repealing the Act that gave it existence. The Scottish Parliament is not a co-equal institution with Westminister like provincial parliaments are with each other in Canada or county councils are in respects to each other. The nature of the system in the UK is that the Parliament that sits in London is sovereign. As long as the UK remains whole, it can lend or devolve its powers but never give them away.
