    WASHINGTON - Americans would have to sign up for a new military draft after turning 18 under a bill the incoming chairman of the House Ways and Means Committee says he will introduce next year.

    Rep. Charles Rangel, D-N.Y., said Sunday he sees his idea as a way to deter politicians from launching wars.

    “There’s no question in my mind that this president and this administration would never have invaded Iraq, especially on the flimsy evidence that was presented to the Congress, if indeed we had a draft and members of Congress and the administration thought that their kids from their communities would be placed in harm’s way,” Rangel said.

    Rangel, a veteran of the Korean War who has unsuccessfully sponsored legislation on conscription in the past, said he will propose a measure early next year. While he said he is serious about the proposal, there is little evident support among lawmakers for it.

    In 2003, Rangel proposed a measure covering people age 18 to 26. This year, he offered a plan to mandate military service for men and women between age 18 and 42; it went nowhere in the Republican-led Congress.

    Democrats will control the House and Senate come January because of their victories in the Nov. 7 election.

    At a time when some lawmakers are urging the military to send more troops to Iraq, “I don’t see how anyone can support the war and not support the draft,” said Rangel, who also proposed a draft in January 2003, before the U.S. invasion of Iraq. “I think to do so is hypocritical.”

    S.C. Republican agrees
    Sen. Lindsey Graham, a South Carolina Republican who is a colonel in the U.S. Air Force Standby Reserve, said he agreed that the U.S. does not have enough people in the military.

    “I think we can do this with an all-voluntary service, all-voluntary Army, Air Force, Marine Corps and Navy. And if we can’t, then we’ll look for some other option,” said Graham, who is assigned as a reserve judge to the Air Force Court of Criminal Appeals.

    Rangel, the next chairman of the House tax-writing committee, said he worried the military was being strained by its overseas commitments.

    “If we’re going to challenge Iran and challenge North Korea and then, as some people have asked, to send more troops to Iraq, we can’t do that without a draft,” Rangel said.

    He said having a draft would not necessarily mean everyone called to duty would have to serve. Instead, “young people (would) commit themselves to a couple of years in service to this great republic, whether it’s our seaports, our airports, in schools, in hospitals,” with a promise of educational benefits at the end of service.

    I am glad to see this trotted out once more. Though it is better this time around as this extraordinary military decision is being advocated without any context to military needs or strategy, but rather to satisfy the grudge Rangle has against white rich kids. How many times does the fallacy of minorities bearing a disproportionate load of combat duty need to be disproved?

    And guess who was the person who made it necessary for the Pentagon to disprove it last time around…

        Good idea IMHO,
        as the people in charge might really vote differently if their own children might have to serve in the war

        Of course you also should be careful enough to get rid of all possibilities for people with political influence to have a say in to which units their kids are assigned to, as in this case you´ll have again the situation that only the "normal" kids risk their lives at the front, whereas the kids of those with enough wealth and/or influence stay far away from the front

                No need for me to sandbag on this

                I had the chance to watch this guy go through the interview circuits last night and his is serious this time, from his own mouth.

                The thing is, like I said, is that while he does mention the manpower shortages it is very clear that is not reason he is doing this. He is doing this because he thinks poor black troops are taking the brunt of the hard combat duty. It does not seem to phase him that every talk show host he talked to pointed out that middle-class white men are the most over represented on the front lines vice Americans racial/economic makup. If any minority is overrepresented it is the Hispanic community.

                But again, Rangle seems to have no care of what effect a draft would have on the military. That is just a side effect of his social engineering agenda.

                    What effects would a draft have on the military?
                    (aside from the need of new training centers for training recruits)

                      The current US military is a highly-trained volunteer force. Turning it into a conscript army would, I imagine, lower the quality (man-for-man) quite a bit.

                          I agree that this would be the case.
                          Maybe you could use the conscripts for duties that don´t require them to be highly trained, for example things like guarding supply depots, while the real fighting at the frontline remains the job of your professional soldiers.
                          This way it is done for the german Bundeswehr. Only a small percentage of our soldiers going to missions Afghanistan consists of conscripts. Most of the soldiers going on these missions are volunteers from our professional enlisted soldiers.

                            I want to make it abundantly clear: if there’s anyone who believes that these youngsters want to fight, as the Pentagon and some generals have said, you can just forget about it. No young, bright individual wants to fight just because of a bonus and just because of educational benefits. And most all of them come from communities of very, very high unemployment. If a young fella has an option of having a decent career or joining the army to fight in Iraq, you can bet your life that he would not be in Iraq.
