This leads to the question of how to measure independency? If a nation A has friendly ties with nation B is it not independent. In this case do you honestly believe that CIS membership is somehow compromising the Kazakh independency? Afterall its confederation only in paper. In reality these are totally independent states bound only by more or less shameful history.
