Judges of the Mo Ibrahim Prize for Achievement in African Leadership will rate 53 African countries each year on progress in economy, health, education and security. They will use criteria developed by Robert Rotberg, a professor at Harvard University's Kennedy School of Government Policy.
As for the part that says they don't stay around longer than they were supposed to, I'm not sure. Maybe no constitutional changes during their tenure which extend term limits?
This is a nice idea, maybe one which the world community and UN should notice, and give out "leader of the year" award or something. And maybe give him some cuts in loans and stuff.
But generally, it does seem to be more efficient to be very corrupt.

I think its also a realy good sign that this is being done by an African buisnessman. Several good things that result from that that would not occur if Bill did it...
1 - Sets a presedent of social Philantropy for future African buisnessmen, this could to a great extent keep African wealth in Africa doing good rather then siting in a Caribean Bank.
2 - For an African to choose to distribute his own money based on UN and international panels lends legitimacy to these bodies in their judgment of African leaders and thus incresses their influence.
3 - As an idea "from African, for Africans, by Africans" it can stimulate hope for active internal solutions to problems and a reduction in passivity towards thouse problems.
