Not sure but sounds likely. I remember Q3 posting something about Pakistani guest workers acting like Barbarians in Korea and raping several women who dared to walk on the streets alone. There justification was something like the women weren't wearing head scarves and/or chadors and they were walking without a male escort so obviously they wanted to be raped. Sure, that was just some country dumb asses but I do think there should be some sort of cultural test before we let in aliens from radically different cultures. The "she was askin' for it!" defense isn't exactly limited to whackjob Muslim fundies. It doesn't fly here anymore, AFAIK, but it's not like it's been lost in the mysts of time.
