I don't think a president has much to do wit domestic issues.
Clinton did NAPTA, but Bush, Sr. started it going.
A better question as far as domestic issues is congress. Are they better? Even at that, you can't put a gun to the heads of big business and tell them to expand jobs.
It wasn't under Bush that jobs started going overseas.
It wasn't under Bush that terrorism got their foothold.
