          Still terrorism. There have also been additional attacks on abortion clinics since then, at least one being an attempted suicide attack (drove his car into the building intent on dying as well). Still terrorism. To say we haven't been attacked on our soil in acts of terrorism is a bald-faced lie at worst, uninformed at best.

                Improvisation -- Does that mean invading Iraq when hordes of retired generals said occupation would be a fiasco?

                Not stopping looting immediately, when it cost them a huge propaganda hit?

                Attempting to occupy with a fraction of the troops the generals said they needed, even a fraction of those available?

                As it's become obvious oil was a primary objective, the US was unable to secure them eigther.


                Adaptaion? no, bungling.

                Improvisation, yes but only because there was no real plan to begin with.

                      You can't make a distinction between foreign and domestic terrorism. People are just as dead from a bomb made right here in the US of A than one made in Iraq. And certain cases (especially pro-life terrorism) show signs of being a movement, and not one time incidents (Oklahoma).

                        You mean, apart from the fact that the steps you need to take to prevent them are mostly unrelated? Especially when the domestic terrorism is perpetrated by lone actors (or small groups) and the foreign terrorism is perpetrated by large, organized groups?

                            A poor example. The government can make it harder to bomb an abortion clinic, but most importantly, the government can recognize that those who do bomb abortion clinics are linked, and that they aren't crazy loners. But we digress.

                                How much could the government do about the anthrax that it didn't do (once the attacks started)? No one really knows what happened, but IMO the most likely explanation was some random random crazy researcher at a university (or similar institution) in the US, probably a psychopath just out to kill people. Now, maybe they should have been checking the mail for white powder beforehand, but it doesn't seem like the sort of failure of US intelligence that would allow over a dozen foreigners to simultaneously fly several planes into buildings.

                                I can't tell you much about abortion clinic bombings (or shootings?), since I never even heard about in the past few years...

                                Incidentally, would you consider the recent shootings to be terrorist attacks, and blame Bush for them?
