The question is when all things are otherwise equal who do you choose?

Both.

But low skilled or even skilled persons with low demand professions?

If you allowed in most everyone everyone with a university degree from just about anything that would fill up a whoooooole lot of the unskilled job slots. And those would be the sort of people who would work hard to not stay in the unskilled job slots, which would be good.

Why bring in people who are likely to have difficulty integrating when there are already EU members filled with willing workers who are chomping at the bit to get into western Europe?

Because the same thing almost happened to my ancestors:
