Obviously this was rejected by the several Bolivian administrations that have run the country in the last decade.
When President Lagos left office one of the things he regreted the most was the status quo in the relations between both nations. But it's quite hard to negotiate with a country that have 5 different presidents in 6 years or so.
You should, however, mention the backstory about how Bolivia "lost" (perhaps "stolen" would be a better word) its sea access in the 1879 war by Chile's economic ambitions in the disputed region and how any excuse was a valid pretext for war. It has always struck me how much that war parallels the US-Mexico war of 1846.
I definitely agree that Bolivia should find other excuses to explain its underdevelopment, ultimately there are many landlocked countries (Switzerland comes to mind) which are not backwards. The ultimate blame for this is the fact that Bolivia has not done enough with what it has (and it has plently, probably one of the most resource-rich nations in the hemisphere) than b*tch about what they lost.
But that said, their complaint is legitimate because the fact is that they were screwed over... big time.

A war is a war and the consequences are obviously not the best for the side that loses it.
In this case Bolivia pushed us to war when they annuled the economic treaty of 1874 regarding the explotation of mineral resources in Bolivian territory by Chilean capitals. The treaty included the design of the new frontier and as Bolivia dissmised it, we took control of the city port of Antofagasta and the war began.
... ok, ok... perhaps that's only the official reason, the excuse, for fighting a war clearly with the purpose of taking their resources, but hey, who have not done the same in Civ

As for landlockedness, Switzerland nonewithstanding, areas close to the oceans are generally more prosperous than inland regions. Take a look at one of those maps that colour areas after their GDP per capita.

Bolivia has been run by a racist and greedy minority who took their profit and invested it overseas for nearly 2 centuries. That is why Che went there, they are such an obvious candidate for wildly vicious revolt. However, Morales seems to be an intelligent, positive man with a remarkable sense of national pride. He also has a good sense of humor. He may well be precisely what Bolivia needs to break the chain of self-defeating economics. All of this most likely means he will be assassinated. The Right never tolerates its opposition when it is successful. Hopefully, the US will not assist in this round of perfidies to South American leaders, but the US does tend to have an unnatural fear of Latin American Socialists.

What would be funny, would be Chile giving Arica and a corridor to it to Bolivia, it would mean that Chile no longer has a fronteer with Peru (the main war hypothesis for chile), and that Bolivia would now own the territory Peru lost to Chile in the war.
Bolivia should build Gerald Bull's Super Gun and launch goods into orbit(perhaps decaying with reentry provisions) to be collected by prospective buyers
