How else does one provide humanitarian aid without getting close with people?

"Proper procedure" to avoid suicide bombers is to stay the hell away from people, which isn't an option for humanitarian missions. I realize Israel has a big problem comprehending the "humanitarian missions" part, so I'll excuse you for that.

Proper procedure is certainly not to stay away from civilians, so your whole point is moot. I've been in contact with palestinian population, and did just fine, and I don't think that anyone could suicide bomb me ( although there were other, much more effective ways to attack me )

There are ways to minimize them but seporation is a big part of it. By not being predictable in routes and times you can avoid people laying in wait to ambush you, by staying alert for people acting strange and or wearing bulky clothes on a hot day you can identfy possible suicide bombers, and by conductingt meetings in cleared areas (I.E. government offices, private homes, military bases, etc) you can also make it harder for suicide bombers. Then of course there is the old tactic of spreading yourself out a bit so that one granade or bomb only kills a few people instead of the entire squad because they were bunched up.

It can be minimized but not eliminated.

1) Shoot him
2) Call on the tanks to shoot him
3) Shriek and try to run from him

(Note: Bicycles are very common in cities, as are people with backpacks)

Sloww: Its most likely an issue with sample size and bad luck. Canadian troops are actually on average very well trained and have a long history of combat preparedness. Of course, Canadian troops are not, on average, better trained than US troops either - as nutty nationalists like Tecumseh will have you believe.

I wouldn't say they are better trained than U.S. troops, but I do believe they are less likely to have "bad" troops. Because of the large numbers of U.S. troops, we are more succeptible to getting bad elements in our system. Either they do friendly fire accidents, sabatage our own gear, or torture/committ crimes and/or atrocities on the local population.
