Apparently, alot of people who thought they saw a 2nd or 3rd gunman saw undercover cops who were scouring the area.
But the cops haven't ruled out other suspects yet.

If you really want to kill lots of people then you need to use explosives packed with nails. Preplace them in a busy place and use your cellphone to set them off then wait 10 minutes or so for people to come out of hiding and for police to show up then set off the second group of bombs. After that you open fire from a fortified and elevated position like a bell tower.
