NO -- certain things like roads can require very specfic locations. Another mall just doesn't qualify for me. and doesn't the article contrast thisarea with one that is really close nearby.

I just think to start expropriating land and businesses, you should have compelling need and then you should do it in a way that disrupts as few people as possible.
