If it's about weight, there are healthy ways of dealing with weight loss. Unfortunately, people are too lazy to work for it and are concerned with getting a quick fix. You really want a bunch of fat old white men deciding what women can and can't allow to be done to them? If she really wants to do it, and it makes her husband/boyfriend happy then who are we to judge? As long as the procedure is followed by a thorough sterilization and proper ointments are applied, then why should we stick our noses in it (a topic for another day, that one).
Sadly, this is one of those issues where it's all too easy to become desensitised. The first time, it's painful and shocking to accept- but having seen the pleasant (yet transient) results, the danger is that we (as a community) start to wecome and applaud it.
Then it becomes the norm, and those reluctant to follow this practice are viewed as being in some way repressed. As demand increases, the procedure plummets down-market until it's largely carried out by clumsy and drunken amateurs with dirty and blood-stained tools. Any temporary benefits are soon replaced by the trauma of seeing one's previous youthful tautness replaced by a slack, scarred and infected hell-hole.
We need a cultural change. It's probably just as effective to use a vigorous application of cream rubbed into the Brazilian in question, rather than go for these painful and intrusive measures.

I said it should be discouraged, not outlawed. There's a good chance the state will end up paying, be it for repairing surgery that goes wrong or psychological treatment after the procedure fails to have the intended effect.

To be fair, I don't know that he was implying what women SHOULD do. He just said something like "if they don't want to diet and they want to be thin, yeah," which is more or less correct. Should they want to be thin, they can either diet/exercise or do a quick and dirty liposuction. Short of deliberately ingesting tapeworm eggs or something, that is pretty much the only way of achieving said result. He didn't say that they should want to be thin that badly, strictly speaking.

I'm making a broader point. The fantasy world of these women isn't driven primarily by their SOs being abusive. These fantasy worlds don't always have the same or similar laws of nature as IRL. Same goes for men, of course. All part of the human condition.
