I would not have rated Germany as being among the most powerful from 1918 to 1938. In that time period Great Britain and France should be rated as the most powerful european countries, then from 1938 to 1945 Germany and Soviet Union contended to be the most powerful.

I would have rated France as the most powerful european country from 1799 to 1813. Napoleon's downfall truly took place in Germany in 1813. Had he been his former self he just might have pulled out a victory and retained his empire, but by 1813 he was tired and uninspired.
