Depends on the war, I suppose. Where are you fighting, whom are you fighting, and what is your objective?
If you're in a total war (WWII) scenario, then I guess it's the first option. If not, particularly if there is a large power disparity between your forces and the enemy, option II becomes more attractive. PR is just as important as battlefield victories.
I'm amused at the paranthetical claim that the USA does it one way whilst Israel does it another way. In truth, I don't see all that much difference between their approach and ours. The US believes in "force protection" Sloww.
I like Israels way of doing things. While the US says "with us or against us" Israel actually backs those words up with airstrikes. If you, as a society, harbor my enemy than you, as a society, are my enemy too.

It's all about the scenario... as such, I don't think those two are strategies on their own plus they don't necessarily contradict each other but are rather overlapping in many cases.
But given these choices, I'd say when in ultimate defense, screw everyone else.
