                  From the guy and the communist symbols, I'd say some central Asian republic that still likes its dictators. I would have guessed something like Kyrgyzstan, but a quick check doesn't seem to match up.

                    The colours imply some place from Caucasia, not from Central Asia. But like you said, it matches with no particular country or political region, which makes me think it's a cold war -era flag. Flags of the World has a huge flag database, but I'm not bored enough to care.
