I honestly think that Bush simply has targeting difficulties. He meant to do the playful back slap all guys do, but misjudged the distance.

I know I've made that mistake before. Generally, though, when I make that mistake, I also accidentally make my open hand into a fist.

What does this mean?

Bush is, and has been, socially inept. This is just another example of why his handlers don't let him mingle with others very much. No other, secret meaning. He's just a loser at communications. That's not the skill or the source of the money that made him President.
