No, but the "deterrence logic" doesn't dictate that. The point isn't that they don't shoot only when they're dead afraid, but it says that them being dead afraid/ knowing it's pointless is a pretty solid way of preventing them from shooting.

In any case, I feel a distinct sense of criticism for criticism's sake, without any productive solutions...
