It's more like self interest.
Running away from something doesn't take courage, they weren't running away from the war they were running away from prison.
If they had courage- you know heart or spirit, they would have been willing to go to jail for their beliefs.

On one hand, I understand why people would be upset at this, but on the other hand, if society can honor people courageous enough to enlist and fight for their country, why can't society honor people courageous enough to resist violence?
Sure, the draft dodgers may not be the ideal example of non-violent passive resistence, but they're probably the best Western example, if you're aiming to honour that principle and want to teach the next generation - who wouldn't have a clue who Ghandi is, but will likely know about the dodgers.

I think that's an over-simplification. If I were an American citizen at the time, I likely would have done it. If my country was making those decisions, and there was another country nearby that disagreed - why should I suffer for my beliefs? Why not simply leave and go somewhere where people agree with me? What's courage got to do with it? People who are dying of cancer and carry on have courage, yet there are no monuments to them.
Did the 911 hijackers have courage? Bush called them cowards, but they willingly sacrificed their lives for their cause. Heros in some quarters, despicable killers in the west.
Nations erect monuments to encourage behavior beneficial to the state, or at least its political leadership. That's why there are lots of monuments to soldiers who did as they were ordered, and very few to those killed on the job, or victims of crime, or the disabled, and so on.

How typical. 30 Years and Canada (not all Canadians, Canada) still shoving their nose where it has no place being.
You should also realize that these war resistors are very well respected in this country. Only in the United States are they looked down upon, so this scultpure is a very natural thing.
