As I understand the plot: The plan was to blow up the tunnel, which is under the water, in order to flood the financial district, which is above the water. The terrorists were obviously in the early planning stages and had yet to realize that water doesn't flow uphill.

Thank god this plot was uncovered before the 2006 elections, so the voters could have all the facts.

Ah yes, we should only foil terrorist plans when we're absolutely sure it won't "interfere" with elections.

At the end of the day the "anti-terrorist" funding has always been pork or at least the current Congress has treated it as pork. I find it disgusting that they eliminated funding for the two biggest terrorist targets in the US (NYC and DC) solely because those cities were controlled by Democrats and the Republicans didn't want to send money to Democratic districts. What happened to just doing what was best for the country?

Now that was entirely a joke designed to trump up support for the war on terror and knock the revolation about Bush's spying on bank records scandal off the front page. Those jokers didn't even have enough money between them to rent a car yet we're supposed to believe they could raise $30k-$50k and fool the post Oklahoma City Bombing Screening system which check out people who try to buy large quantities of nitrates? Those guys where just big mouths and nothing more.

(2) Manhattan: above the water.
(3) Generally, water does not flow uphill.
(Ergo) Blowing a hole in the tunnel poses no real threat to Manhattan.

Pressure differences and the vinturi effect. I.E. the sudden rush of water into the tunnel, which is under the water, and the pressure of the water above it would have forced water out the opening of the tunnel. After a few minutes the pressures would equalize and return to hydrostatic pressure. The tunnel would be flooded and a fair amount of water would have shot out of the tunnel entrances.

I doubt it would be enough to flood more then the nearby buildings and it wouldn't have been the massive flood the people were hoping for but water would come out of the entrances. The main effect would be the loss of the tunnel and the killing of anyone in it along with the destruction of the trains in the tunnel.
