    Iran to halt gasoline imports, impose rationing

    Iran will halt gasoline imports from September 23 and start rationing gasoline supplies to motorists because of budget constraints, Iranian Oil Minister Kazem Vaziri-Hamaneh said on Friday.

    Parliamentarians in the OPEC producer approved a budget for the year to March 2007 that cut the amount to be spent on gasoline imports to $2.5 billion from $4 billion.

    This meant President Mahmoud Ahmadinejad's populist government, which draws its support from the poor, was faced with an unappetising choice of hiking petrol prices or rationing, both potential sources of social discontent.

    "Next week will be time to decide when we start rationing. Because there is no budget for importing gasoline in the second half of the year, naturally imports will be stopped and gasoline will be supplied by rationing," he said on state television.

    "With 99 percent certainty there is going to be no dual pricing system, just rationing."

    Despite being the second biggest producer in the Organization of the Petroleum Exporting Countries, Iran has relied heavily on gasoline imports for many years.

    It lacks refining capacity after directing most of its oil revenues into social spending. It now imports more than 40 percent of its 70 million litters per day (440,000 barrels per day) of gasoline consumption.

    Most of this comes from western Europe, with trading house Vitol the leading supplier, market sources said. India has also featured as a key exporter, at times supplying up to 25,000 bpd.

    Sounds like not only Iran could pressure on the western world about stopping oil exports,
    but that the western world could put pressure on Iran as well, for example by imposing an embargo, preventing that any more gasoline is exported to Iran.
    So that irans tanks cannot move anymore from A to B and irans Airforce stays on the ground

      Iran has tons of crude but not enough refining capacity. Western India imports Iranian oil, refines it, and exports it back

          Bad idea, though; better to keep then dependent on foreign refining, than give them a sudden jolt and impetus to build domestic capacity. Save it as a trump card.

            It takes more infrastructure to develop a nuclear fuel processing industry than to develop oil refinery industry. How is that an oil rich nation such as iran would pursue a massive uranium enrichment program when they don't even have sufficient refinery capacity to meet their domestic needs?

                This is weird.
                It takes more technical know-how, to be sure, but the Iranians aren't lacking oil refining capacity for lack of know-how - they've made a conscious decision to not develop it. It seems their (poorly thought out) goal is to use their oil as a revenue generator as much as possible, and seek energy for their own use elsewhere.

                  That's the problem with gasoline subsidies/price controls. It makes it cheaper for people so they use more but it removes the profit motive so suppliers never build new refineries.

                    If profit is there motive then they would have cut out the middle man long ago. Why import gasoline when the long term cost cutter would be to refine it. How long have they been importing gasoline?

                      I believe Iran, like most middle-east countries, has a government monopoly on oil/gasoline imports and exports. The government doesn't invest enough on refineries while the private sector is locked out of that business so they end up importanting it. Normally, to keep the masses happy the price of gas is set artificially low to make it more affordable though this typically results in shortages since the black market will buy tons of gas then sell it for full price in other countries.
