at 21C you can wear anything from a light jacket with jeans and a flannel shirt to only wearing shorts and a t-shirt and not be much uncomfortable either way (unless you try doing any actual work while wearing the jacket).

It's only 10% in Las Vegas- that's bone dry.

Sit in the garden? 25-30C is great. Sitting on a train going to work? 25-30C is icky disgusting.

No, PA is a wuss, minor difference.

21°C is room temperature, quite comfortable. Anything between that and ~40°C is fine with me. Above that it gets warmish, below that is frakking cold (though after an extended period of sub-zero temperatures I can tolerate 10-15°C for a while).
