There are two types. Commercial and personal use.

The commercial hunt requires an 'appreticeship' under a licensed sealer for 2 years.

There are restrictions on the age of seals taken (the cute ones with the white coats who are helpless have been forbidden for hunting for several years, but those are the ones celebrities will pose with) and how the pelts are harvested (tests to make sure an animal is dead before being skinned) among others regulations.

I think KH was referring to personal use, where you have to live in the geographic area of the sealing industry and you can take 6 animals for personal consumption.

Damn. I'm not going to move to Newfoundland just to be able to hunt seals. Sure, you'd get the satisfaction of bashing a helpless seal's skull in, but at the end of the day you'd still be a Newfie. Just not worth it...

Montreal is a great place to live. I nearly picked up and went many years ago, but I'm too much of a home-body.

Oh, but they do. They're Fed bucks that get taxed in Ralphland and sent to Quebec City, so they can do things like provincial daycare programmes.

You Yanks have equalisation too, but it works differently, right?

Your fed funds schools, roads, and hospitals, right? It is most likely that rich states pay more per person per school/road/hospital than do people in poorer areas.

The difference here is that the fed isn't allowed to directly spend on those things. They are provincial jurisdictions so the fed equalises things by granting more money per person to poorer provinces so they can afford better levels of service than if left to their own devices.

The added benefit of our way of doing things is we get to have great fights over the cash.
