        or you can break them with incentives - such as in his first book, instead of giving money and then asking them to reform, you only give money to countries who had attained a minimum corruption index, and have already made reforms. in other words, you reward good governance, instead of trying to provoke it (which he shows, doesnt work, just leads to debt)
