There was a case of a US soldier killed while allegedly running a roadblock. But that happened after tensions were mounting. I suspect the end of the Contra war made Noriega more exendable and Panama was basically a criminal empire under him.I thought it had something to do with Noreiga turning his troops loose on US citizens?Comment

Noriega was more of a thug than a tyrant. Tyrants don't simply beat their political opponents and let them go on living in public.
