          I thought it had something to do with Noreiga turning his troops loose on US citizens?
          There was a case of a US soldier killed while allegedly running a roadblock. But that happened after tensions were mounting. I suspect the end of the Contra war made Noriega more exendable and Panama was basically a criminal empire under him.

              While Noriega was certainly a dictatorial tyrant, Wikipedia seems to cast doubt on the evidence of his guilt as a drug lord. Interesting...

                He was an asset during the 1970s, before Torrijos died in a plane "accident." Later, he received money from the U.S. for helping the Contras. One of the ways Panama helped the Contras was by allowing them and the CIA to use Panama as a corridor for drug trafficking and drug-money laundering.

                Noriega was more of a thug than a tyrant. Tyrants don't simply beat their political opponents and let them go on living in public. They tend to resort to more permanent solutions.

                    My dates aren't wrong, just not all inclusive. Torrijos died in 1981, which means that Noriega was an asset in the 70s.

                      ...as well as part of the 80's. But you are correct, your dates were not all inclusive but did contain the greater portion of his time on the CIA payroll.
