      I believe he is talking about Switzerland's defense spending. If I am not mistaken Finland and Switzerland both have mainly conscript armies so it is likely Switzerland has the same doctrine issues that Finland has.

        the main problem here is that no one wants to do it anymore because there is a) no clear threat and b) they can end up doing embassy duty for three weeks.
        As it has always been, the army is built to fight in the mountains, and the strategy has always been to fight a delaying action on the plateau and retreat into the heavily fortified alps, and prevent the main communication axis from falling (st gothard, simplon, Lötschberg, Gd St Bernard tunnels. As such, there are 3 mountain brigades out of 7 total infantry brigades)
