I know. However, I don't see how a massive reservist army would help about it. If anything, Chavez is sowing the seeds of civil war as he is arming Venezuelians to the million. well to a certain extent you could say that populations of Canada or US are armed to the teeth, however they are a stable countries and not like Venezuela where civil war is a real possiblity.
In any case for that strategy, very very dangerous, and could ruin the country for decades to come.
