The French didnt and dont think it was an atrocity. They were concerned that it represented an extension of the US sphere of influence, and thus a threat of "global hegemony" Which is clearly NOT at issue in Cote D'Ivoire, cause A. Its traditionally in the French sphere and thus no change to the status quo (in fact as Spiff has pointed out elsewhere, there being softer now than they would have been in the past) and B. France doesnt threaten global hegemony, cause its not strong enough

Now with the US arguing about the pace and conditions for withdrawl from Iraq, supporting a relativley fast transfer to full Iraqi soveriengty, its clear that the US presence there does not threaten to create US hegemony either, which is why its receded as an issue.
