  • So how has Libya reformed, exactly?

What've they done so far? Anyone know? Or is this a Mubarak/Musharaff style "reformation" (ie. pretending to pander to the West while maintaining policies that are in many cases against it)?

After the invasion of Iraq, Ghaddafi hurredly signed an agreement with Britain (and the US?) to allow their oil companies to operate in Libya. The US and Britain stopped calling him a terrorist and everything is now peace and harmony.

Unfortunately it doesn't change the fact that Ghaddafi is terrorist supporting dictator. Even if he didn't do the plane thing, he still has supported terrorism and one doesn't white wash away that kind of thing, it's like if Osama stopped his ways, and in 2020 we'd say that's OK because you're now acting like a normal person, you know that's crap. But it shows how the world really works, and that's why the whole terrorism thing is a joke because we're not going after these guys... these guys that are very known and connected.. we don't go on about to Saudi Arabia, we don't do that. Thus it's not really 100% effort, there are other interests there too.

I think Libya got boycotted due to their refusal to cooperate in the investigation in the Lockerbie bombing, and the boycot got lifted after they began cooperating, paid damages and apologied. They also revealed their WMD program to create additional goodwill. The boycot was never about their domestic policies so the lack of reform wasn't a prerequiste for lifting it. Right?

That's correct. It was solely about the Lockerbie bombings. Domestically, Libya was no worse than, say, Syria, so why boycott them for that?
