I was going to suggest something similar, but decided to let someone else take the flak...

Following the death of a young boy who was attacked by pit bulls, the city of San Francisco will seek to regulate aggressive dog breeds. Mayor Gavin Newsome says he's had enough of such attacks. Emily Meehan reports.

NPR reported last summer that the majority of dog attacks come from the just one breed.

        Kill all the dogs

        Ban pitt bulls

        Throw the guy in jail

There are alot of anecdotes out there about "nice" pit bull dogs, the family dog, etc.

On the other hand, no other dog has killed and mauled more people, both statistically and anecdotally, than pit bulls. It's just a simple fact they are more dangerous dogs. They've been bred the last couple of hundred years to fight so you can't breed that out of them no matter how well they are raised.

The dogs should be put down. And the dogs' owner should be prosecuted for negligent homicide.

My question is, is this the whole story?

IOW, are we fully informed of other events that may contribute to this attack? For example, had the woman been treating the dogs badly before the attack?

Well, she was riding on a lawn mower. Those things are loud and that alone was probably enough to provoke these animals.

Imprison the dogs. Terminate the owner.

Rottweilers are neck and neck with pit bulls. Increasing popularity of rottweilers has actually led to them being responsible for more fatal dog attacks than pit bulls in the last few years.

                            The owners are to blame.

The dogs are not inherently violent. They are, however, naturally territorial. It is the owners responsibility, when chosing to own an ANIMAL, to take proper care of it, including making sure that it doesn't kill anyone.

Buddy is a German Shepard/Chow mix. She is both a guard dog (Shepard) and aggressive (Chow). There isn't a person alive who would say she's a bad dog. Still, she has the potential because she is an ANIMAL!

Down blame the bread, blame the training... and that's a responsibility of the owner.

IMO, a dog should be treated like a weapon. It should be no different then if that owner had used a gun or a car.

The dogs attacked. So they should be getting the needle for sure, no questions asked.

The owner is also responsible, he is responsible for his dogs. I can see jail sentencing. It's his responsible to keep the dogs in control, obviously he failed, and it resulted to this. That's how I see this situation unfolding.

The story is, the tiger was spooked somehow, and tried to dragged Roy away thinking there was danger. Of course, you're talking about a tiger kind of drag, so a little bit of force still did a lot of damage to a human.
