        The funny thing is that the wallpaper does show momentarily when windows is shutting down.

          If you can access "customize desktop", look in "web" if it tries to display a web page on your desktop. Remove it in that case.

                              it's good general maintenance. Too bad it takes so long. but you could have done it in the time you have been waiting for responses in this thread.

                                Not that this is particularly helpful, I know, but why do you want a picture on your desktop? I always keep all my windows maximized, Alt-Tab between them, and use the Win-key to access the program menu to open new ones. I never see my desktop background except maybe once a week upon re-booting.
