If you were to stop the entire crust of the earth from rotating instantaneously then the period of the earth's rotation would drop by 11.3 minutes.

Moving a mass of water which is more than a billion times smaller than that temporarily a few hundred kilometers, and moving the local underlying plates permanently a few centimetres will have virtually no effect on either the earth's period of rotation or its rotational axis.

The plates didn't move a few centimeters, I believe the movement from such a quake is measured in meters.

I heard it was the quake that caused a very slight wobble, but it would make sense that the wave had an effect. You can't move that much water without something else happening. Of course the moon moves alot more water but that is cyclical and relatively slow.

Maybe the momentary shift of water changed the earth's rotation briefly, which changed the moon's orbit slightly.

Local movement may be on the order of metres (10-20 or so)

Overall plate movement is much less than that.
