Cardin probably will win the primary. But it's never wise in politics to call anything a sure thing- and even in primaries a fundraising advantage doesn't make you a sure thing. The Black vote is huge in Maryland, and Blacks are mostly Democratic- if they turn out heavily for Mfume he could pull off an upset in the primary.
