When I write http://www.civilizacija.net/, and read "Please choose language to use during installation procedure ...", it definitely doesn't motivate me for going further in the site

In general, if you want to generate traffic, a forum will not suffice (unless you know a few Croatoserbianese who love Civ and speak Croatoserbianish only ). If you want to bring unknown people to your site, I suggest you to create content that is googleable
