          "Arguing that the council had already heard another Darfur report by another senior UN official and hinting that the world body's main decision-making body was wasting too much time talking, Bolton told reporters that the council should "consider steps other than talking."

          IE he blocked the report cause it was more talking.

          Not sure I agree with this approach, but its hardly the contradiction you imply.

                LOTM, he may argue that way, but obviously others disagreed and felt another briefing was needed. I don't see how blocking it improves anything, or leads to the immediate action Bolton called for.
