        That's not all that far from Jimmy Carter's approval rating in 1980 (34%), and significantly below Gerald Ford's in 1976 (53%) and W's daddy's rating in 1992 (53%).

                Someone who knows more about statistics can correct me if I'm wrong, but IIRC that's actually impossible. It may be that a survey that would normally have a margin of error of 3% gave a result of 2%, but the actual margin of error depends on what the actual result is: the further away from 50%, the smaller the margin of error. Usually, the statistics in question are near 50%, so the margin of error is based on it actually being 50% and is a close approximation to whatever degree of confidence (usually 95%) is desired.

                Again, this might be wrong, but I think I've seen/done something to prove this before...

                Ah yes, just checked wikipedia, and it confirmed what I said above.

                  The Daily Show is a satrical show, genius. The statistics that you said are not possible were never real to begin with -- they were from the Daily Show as a joke.

                    In addition, the margin of error should be different in opposite directions.

                            That's true IIRC, what may have happened was that maybe 70% disapproved and remaining had no opinion. The 3% margin of error could have been for one of those, yet in surveys you usually only see one margin of error, so that might've been used.
