That's pretty much how it works everywhere. If you want to go fast, you pay the toll. If you can go more slowly, you use the free roads. It's for everybody, and definitely not only for the British

Isnt this what the car pool lanes are for, and if not then why the hell are they out there? I know they have them in houston and cali, for motorists that have more then one passanger to go faster.

Toll roads are usually not congested, indicating that at least one of the objectives is acheived. That was the case when I was in the US.

You can also improve efficiency by implementing an automatic toll collection system.

Thus, other roads are, disproporitonately so -> Inefficiency.

                  Not necessarily.

Tolls can be used to divert traffic from busy roads to less busy roads, thus improving efficiency.

Same can be accomplished by a bunch of electronic signs.

Niether am I. efficient flow of traffic is in EVERYONE'S IMMIDIATE interest. If you go into a congested zone, YOU will be stuck in traffic.

                          Not quite.

In France, the only reason why people still use the alternative road network for long distances at all, is because it's free (the Autoroutes, being the latest roads to be built, from the 1970's on, are the fastest).

We have a bunch of signs to remind people of the alternate roads, and we have traffic radios that detail whether X or Y road is congested, but still, many people don't even think of using the alternate network, unless they're tight on money.

Yup, when I was in Cali, I really loved them (I was a tourist with my mother, which was enough to go on the car pool lanes which were desperately empty ).

In France, we don't have car pool lanes, but they'd be fairly useless: during the week, the Autoroutes are mostly used by trucks, who are almost always alone. During the weekend, they are overwhelmingly used by families, and the car pool lane would be just as full as any other lane.

For commuters, well, carpooling is much less developed in France than elsewhere, because we have good mass transit systems, and because we have much less of a suburban sprawl than in the US. As such, commuting by car is most often a choice, for people who really want to be independent, and carpooling isn't quite like driving your own car.

Not necessarily. No roads could be congested. However, such a state of affairs would surely result in God smiting the earth with an asteroid or comet, which would definately cause a bit of inefficiency.

I am sorry, that sounds like rubbish - does that mean that other roads other than highways would have little to no traffic on them? even with freeways congested (and your traffic is ****ing horrible - I've seen it )?
