A simple majority of Parliament? A referendum as in the current vote for the Constitution?

a two thirds majority. It will NOT be easy to change, except for things that there is close to a consensus for changing. IE things that ONLY SCIRI wants.


Oddly, Juan Cole, instead of complaining about how hard the constitution will be to change, is complaining that in the vote this weekend the Iraqis will be voting for a document subject to change, and thus meaningless.
