I don't know, I am still struggling WRT whether that philosophy is right or wrong, but you can hardly say that it's been tried.

We could at minimum say that it depends on the situation. Often, adversaries only respect strength and force. But sometimes, smooth talking is the better way to go. This was shown in our invasion of the Phillipines, where building schools and communities was often very effective.

On the other hand, blowing up entire villages was also effective.
