I'd say go for the CommOp job. Yeah, it's shift work. But like you said, you don't want to do it forever. I say work the job for a few years then move on.
It's for the government so you got your foot in the door, and you passing the background check may make it easier for you for other government jobs that you need to pass a background check.
-Steady, guaranteed income of about $32,000/yr. (Gross)
-Involves a lot of computer work, which I enjoy
-Medical Benefits start from Day 1 of training
Out of these two jobs, I'd definitely take this one. But if there is a third option, consider that as well...Despot-(1a) : a ruler with absolute power and authority (1b) : a person exercising power tyrannically

So Laz, you've worked as a Financial Planner? Tell me more...
Update:
I sat down with him and explained the position I'm in. He basically told me what he could offer me:
-Appx. $30-31,000 a year salary with 5% commission on everything he brings in in a year. This year, that would have been $5,000. He claims this number is likely to go up since we introduced a new marketing system (the reason I was hired in the first place)
-Exams, license, and study materials paid for.
-Starting in November (which means two more months of my current job situation....ick!)
-Profit sharing after a year.
He really tried to make the case that, if he knew at my age what he knows now, he'd jump at something like this. Thinks I would do really well in this business from what he's seen from me over the past months. The job would be mostly telemarketing to bring in existing clients and prospects and the computer work I already do now as well as him training me in the business until I would be registered...then it would shift to bringing in clients and talking to them about what they're planning for (College for their Kids, Retirement, Growth, etc.) but letting him do most of the 'closing'.

Forget money. I'd take the job that leaves you with more free time. This will leave you with more time to (1) figure out what you really want to do, and (2) job hunt when the time comes."I have as much authority as the pope. I just don't have as many people who believe it." — George Carlin

Bah, I just say try the job which you can tolerate more...the job where you can have more fun or at least not grumble about so much when you wake up in the morning.
If this is an inbetween job, I'd say go for CommOp, but if yer just going for straight cash and to hell with being happy-go for the Sales one.
I think you've pretty much decided on what job you want. And you're young enough where you can make some mistakes and still bounce back.Despot-(1a) : a ruler with absolute power and authority (1b) : a person exercising power tyrannically
