Well if you really want to be nitpicky about it, all the areas that have ever been under PA control would be 'returned' - though I do have to bow down to your far greater wisdom that those areas that were never under PA control would quite rightly not be returning to PA control by virtue of said fact. Therefore the only realistic solutions which aren't morally repugnant are to

a) grant them their own state, or

b) cede the territories and people back to whatever modern day states border them (i.e. Egypt and Jordan). Similar problems with this solution.

So we're down to one.

Of course, in the meantime Israel is consolidating its illegal land grab in the West Bank by continuing to expand their settlements there and by blatantly grabbing a further 10% of Palestinian land with the building of their West Bank 'ghetto' wall - so really it is more of a pragmatic consolidation of their settlement territories than any sort of act of peace...

Still, the precedent is set - and that can only embolden international efforts to return the rest of the West Bank to Palestinian control...
