The World Stupidity Awards will be given out Friday in Montreal at the Just for Laughs comedy festival. Here are the nominees:

I haven't read all the details, but I thought I read they were undercover police. I doubt they ever identified themselves as police. If a bunch of guys are following you, of course you are going to run.
