Why does all of my credit card junk mail come from Wilmington, Delaware?

I think that every now and then there's a Virginia return address on my "you may have already one a million dollars of free credit" crap mailings, but the vast majority is coming out of Wilmington, Delaware. What the dillio?

Wilmington is the capital of credit card companies. Delaware is a very corporate-friendly state, and they give lots of tax breaks to corporations. My roommate in NY set up his production company and had it registered in Delaware so he could have minimal taxes.
