This reminds me of the "law 4000".
In Greece, 40 years ago, youngsters who were found guilty of anti-social behaviour, were sent to the barber with police escort, were given a prison-style haircut and were paraded in the streets wearing a placard that read: "I'm a teddy boy"
They do this kind of thing alot in Maoist China, or at least they used to.
