  • Hey Spiff , get in here (in English)

June 5, the citizens vote on the participation of Switzerland in Schengen/Dublin space and on a partnership recorded between people of the same sex. "yes" with the partnership recorded share with a good length in advance. On the other hand, the result on Schengen/Dublin should be tighter. The two topics must pass in front of the people, because the opponents obtained the referendum for each one of them. In Switzerland, it is enough to join together 50' 000 signatures so that a referendum succeeds.

Two small parties of Christian inspiration obtained 66' 000 signatures against the recorded partnership. On its side, the democratic Union of the center (UDC/right populist) and the Action for independent and neutral Switzerland (ASIN) gathered approximately 86' 000 against Schengen/Dublin of it. Safety and taken refuge the participation of Switzerland in the European agreements of Schengen (collaboration in the field of justice, the police force and the visas) and of Dublin (common procedures of asylum) belonged to the second package of bilateral agreements concluded between Switzerland and the European Union (UE).

These two treaties were included in the bilateral agreements at the request of Switzerland. It is in kind a counterpart with the agreements on the taxation of the saving and the tax evasion which were claimed by the UE. With the participation in Schengen, the routine inspection of the people at the borders must be abolished. On the other hand, safety will be improved thanks to a cooperation much closer between the services of justice and police force of Switzerland and those of the States already members of Schengen. With the entry in Schengen space, Switzerland will have access to two significant data bases: the information system Schengen (LOCATED) and the bank of given on the visas (SCREW).

The agreement of Dublin will prevent that applicants of asylum refused in a country of Dublin space do not retentent their chance in another. There too the system rests on the data collections. Here, the file is called EURODAC and it indexes all the applicants of asylum in Europe. "yes" in loss speed the first survey carried out on Schengen/Dublin gave a comfortable advance to the camp of "yes". But the last survey in date realized for the account of Swiss SRG SSR idea saw this advance melting like snows with the sun. From now on, the partisans account for against nothing any more but 55% 35% for the opponents.

The camp of "yes" was exhausted following the true launching of the countryside for the vote. The opponents indeed put considerable means - posters, advertisements in the press - to transmit their message. For the adversaries, Schengen/Dublin does not represent anything other but a new step towards an accession of Switzerland with the UE. Remain to see now if recent the refusal of the European Constitution by the French and the Netherlanders will still come to bring water to their mill. The divided Churches the fate of the Partnership recorded between people of the same sex seems less dubious. Indeed, the last survey gives 67% of the voices to the partisans and 24% with the opponents.

The law on the recorded partnership aims at granting to the homosexual couples certain advantages up to now reserved to the couples hétérosexuels, in particular with regard to the revenue duty or the inheritance tax death. But the recorded partnership is not equivalent to the marriage. The adoption of children, for example, remains impossible for the homosexual ones. The recorded partnership has the support of the majority of the political community, except for small parties of Christian inspiration and for the UDC. As for the Churches, they are divided. The Conference of the Swiss bishops as well as the Protestants evangelic refuse the recorded partnership whereas the Federation of the Protestant Churches accepts it.
