He talked about man-made structures, there was no claim of reality vs irreality here.
but I think that this idea is a social and political artifice that has only been around for the past 200 years. It's good, and perhaps it's utilitarian, but I don't think Jefferson had a crystal ball with which to look into the fundamental a priori characteristics of human creation.
