Bill Bailey is good at improvising but he plays the same character all the time, even in Black Books he played his stand-up character. I loved Bill Bailey's 'Part Troll' shown on Channel 4, especially his Kraftwerk tribute, with po-faced well-dressed men singing 'The Hokey Cokey' in Hoch Deutsch.
Victoria Wood I like very much, for sitcoms and the occasional stand up.

I've been listening to a lot of Bill Hicks (RIP) lately – the guy who described himself as "Chomsky with dick jokes".
Bill Hicks was a god... may he rest in peace. Great comedian with plenty of insightful commentary.
He also did a good routine about Australia. Here's his take on the English sending convicts to Australia:
