          Should be translated to something like this. But how it's written, you cant really say it in english.

                  its kinda untranslatable, but a close translation would be "Who the hell is General Ludd." you could also say "Who is General Ludd" but have a tone of incredulity, a tone of questioning, a 'Who is this guy?' type deal.

                          Yep, kinda like this. The wording can either mean an eager curiosity, or an annoyed curiosity. It can also mean there's a mystery surrounding General Ludd.
