Chat room prison

Dissident & Octavian_away always seem to be in the chat room, and [B]no-one else![B]
Are they trapped there in some kind of purgatory for their crimes? Or are they too lazy to leave?
Please some kind of explanation for this is required.
Should we mount an expedition to rescue them?
Or leave them to their (probably) boring conversations, along the lines of:
"Anything happening?"
"Nope. You?"
"No."
"I'm so lonely."

Or are they the guys who monitor the chat room?

Maybe they have bred and created their own civilisations in there?
Or have two rival nations have developed,
The Dissident Republic vs. The Octavian Empire?
