However, we have better testing than the US does. We have better tracking of the animals than the US does. We have an inspection system that keeps diseased animals out of the food chain. The USDA has said there is no scientific reason to keep the border closed.
Considering that US cases of mad cows can't be verified or dismissed because your regulators 'lost the brains', your industry has no idea of the history of many animals since you lack an adequate tracking system, and the from what I've heard your inspection practices at kill floors leave much to be desired...
I'd be wanting to be assured it was Canadian beef I was about to eat, and not some mad Sally from Texas.
